Not sure about the "Complete Edition" but I played this awhile back. Not sure if the game is actually "finishable" but once you get far in the game and unlock new garages the races become extremely difficult to complete. I stopped playing it because of that. The game offers an awesome online experience, although I'm not sure if anyone still plays this since it was released quite awhile ago. In 2008, to be exact.
