Xbox LIVE refer-a-friend rewards on Xbox LIVE UK account

One of the rewards that you can earn from Xbox LIVE Rewards is the refer-a-friend reward which can earn you 100MSP and the referred person 400MSP if they're a first-time sign-up (see http://rewards.xbox.com/earn/ for more details).

Problem is, I've tried countless times to do this referral thing and it always complains that the other person is not a valid Xbox LIVE Rewards account, is not eligible, or doesn't exist. Has anyone else ever successfully referred anyone onto Xbox LIVE and reaped the rewards (literally)?

It's only refering a friend whose on a UK account and has never had Xbox Gold Live before I think.

They should bring the Xbox Rewards program to South Africa and the other regions that are going on without it.
Have followed some of it's progress and it is a brilliant idea to grow the South African market.

Does anyone know if an expansion is in the cards?
