I think the problem is the blurred lines between DLC and expansions, heck I don't even think full on expansions exist anymore outside of the MMO world.

that good to know was think of getting the expansions but if they just more maps that bit pointless
 
The additions of the Snow Fall DLC seems to clog up the traffic even more ;)

A new tram system and road maintenance are what I noticed apart from some new buildings. THe snowy maps now have a yard similar to the dump, for ice and dispatches snow plows, so that it will clog the roads even more.

Will have to wait for a Steam Sale...
