You Normally either make one yourself, using Photoshop etc or you ask someone around the forums to help out
I know there was a guy around in the Off Topic Section who did some Signatures for people
Alternatively you can search online for places with pre designed signatures or stat sigantures like the ones for BF3

The only officially supported way of fixing that issue is deleteing your install files and retrying
