No, you can go to war without and still get the same XP .... the only thing that's different is that you do less damage in the battle and your Military Rank therefore goes up more slowly ;)

Quality 1 -2 Wellness on travel
Quality 2 -1 Wellness on travel
Quality 3 No effect
Quality 4 +1 Wellness on travel
Quality 5 +2 Wellness on travel
