You need to accept the new terms and conditions. Just go to PSN under Settings and then let it try and log you in, accept the terms and then you will log in again. It looks as if you can't log in or your account is missing but that is just a false positive.
I can not sign in to psn either but I think I know why I have run out of cap.I have a serious Destiny addiction lol.

I cancelled mine for now, I don't use my PS3 nearly enough to justify paying the new price atm. Will resub when I have a PS4 someday.
