I went one step further. On my laptop I moved my entire Steam folder to a 2TB Portable so when I reload I just run Steam from that location and it installs the services on 1st run for said PC. If I need to have a game moved from my desktop to my laptop I just plug in the USB and copy the game onto it.
What I have learned from this practice is if you just copy \Steam\SteamApps\common\<Game Name> files you still have to run the install in Steam, that will normally download some files, but if you find the appmanifest file as well as the game it shows already installed in Steam and you dont need to download zip.
To get the right Steam\SteamApps\appmanifest_XXXXX.acf file just check the games URL page ie:
http://store.steampowered.com/app/44340 will be Steam\Steamapps\appmanifest_44340.acf
