Sony confirms that digital games and PS Plus accounts can be shared across multiple PS4 consoles

So can I have 1 account signed in on 2 PS3's and download games on both devices without any issues?

Not at the same time, but yes. Two consoles, one account. And the console not designated as the home console will lose access to the games you've downloaded on it if you're signed out and someone else tries to play them. That's at least what we've been told so far by Shu, and nicely limits the sharing to just two consoles at any given time.
