    Those last chunks have been bought up by ISP's doesn't mean they were allocated just yet?

    I was talking to a guy in the army in America, he says the Navy is fully IPv6 and the Army is in shambles

    No of course not. There's still a good couple left that's unused, but they need to start pulling finger with IPv6.
