It might be, but not to Bobby. According to Bobby, he would increase the cost of their games even more if it were up to him. So why wouldn't he make us buy more copies for moving continent. Bad reason, IHO.

The ping on 384k/512k lines only take a nose dive if the line is saturated, which it definitely won't be with an RTS game. The battlefield games w/ a full server are the only ones afaik that really suffer from 384k/512k.
Hell a guy asked me in COD4 the other day why my ping is so low. Turns out he is physically closer to server, using the same ISP and on a 4mbps line (vs my 384k) and yet his pings were substantially worse.
The main factor is the ADSL exchange (for local gaming) and the ISP (for intl gaming).
Despite all of the above 384k sucks whichever way one spins it, so if the money is there then 40/10mbps ftw.
I can play Starcraft 2 on my 384k line no problem, the only issue I had with lag was when steam started updating games.
Also what other games do you play. We have peering issues between two local ISP's.

I recommend not going with any ISP in particular. If you see anything involving a 24 month contract then run. Either buy prepaid or month-to-month (30 day notice). Then just trial & error the ISPs to find one you like.
Popular ones include Mweb (for uncapped), Afrihost (inexpensive capped), Axxess, OpenWeb and WebAfrica.
I know a lot of World of Warcraft players use WebAfrica, but they are comparatively speaking expensive. Whether the price premium is justified is a matter of opinion & what you intend to use it for.
In your position I'd start with a small amount of WebAfrica cap, like 3 gigs prepaid & take it from there.
