Am I to assume that it just automatically grabs the files from a local mirror when you go through their download process? I'm an AMD GPU user myself, so I'm just curious.

Could very well be. We also have an ATI mirror site. I will test it when my Telkom account's international bandwidth is used up.
They're on AKAMAI I believe, if that makes a difference.

Windows update will also update your video card drivers and windows updates are cached locally.
I can confirm that the nvidia site is cached locally.
