Okay from what I see your specs are very similar to mine, exact same CPU. So I can't pinpoint what your problem might be, if it's a problem at all really. You should be getting no lower than 60 fps in WoW with those specs. I get 60 fps in CoD4 and World at War for example. My brother with the 9600GT and a slightly slower CPU gets almost the same fps.
Edit: Oh one other thing, make sure AMD Cool and Quiet is turned off in the BIOS, it has a propensity to not up the core clock when you play games, leaving at around 1Ghz instead of it's default 2.7Ghz. Happened on my brothers PC.
Edit 2: After reading your original complaint again i see you say you expected a big FPS boost in WoW. My problem with that is if you were already getting 60fps on your 7900, then you won't see a substantial difference with the new card, simply because WoW was running at optimum already. It uses a pretty old graphics engine and even older cards can handle it with ease. So if you wan't to see a difference then try playing newer games that will stress the GPU
