Yes, but read what Omega said again. Any country that said "Yeah, okay, you can bury him here" risks being associated with terrorism, however distantly - and I think Pakistan in particular would like to avoid any more accusations of being a safehold for terrorists - it's bad enough he was pretty much living in plain sight in a city, and not holed up in a cave.

It's basically going to turn into a clash of politics vs religion - I'm sure the Muslim scholars will argue the point, and I would most likely agree with them, but they're looking at things from a religious point of view, while governments have to look at a much bigger picture. Politics trumps all I'm afraid, and nobody really want's to piss off the US - trigger happy as they are.
