League of Legends community to judge reported players

When will this be live?
As i dont see it anywhere on the site.
I even logged in and checked under account management.
 
A nice concept, but I must say, people can be REALLY retarded.
I mean, cmon... look at the world presidents; Stupid as a bucket of wet bricks, each and every one...

And yet people STILL vote for the same buttclowns election after election.
