I have come across a few ways to do it. It was even mentioned on one of the steam by one of the techs. But i never really bothered to put effort into them.
It is worth a shot.

Actually, WA is a nice option. Or use your local bandwidth to download content from steam.

You can do this. Let your friend start the BBC2 download and let it download about 2 megs or so then pause it. Next copy your up to date game folder to his/her steamapps/BBC2 folder, overwrite all files in there. Finally resume the download and Steam will see the game files are there and the download will go really fast. Once done, play and enjoy.
Steam will download any files that don't match it's database, this is usually the game .exe only.
