Yes you can, check under your steam library under tools there is a dedicated server that you can run and run the client. I recommend you read the wiki page as it specificies how many days till electricity cuts off etc..

I've always been interested in Project Zomboid but I said to myself I wouldn't get anymore unfinished games.

Yeah, it regularly stagnates on specific features. I bought it way back in its first iteration in 2011 and I'm not very impressed with 6 years of 'progress'. Been waiting for the new NPC system for something like 2 years now and it's still nowhere in sight.
