It's the same reason why the PS3 will always lead in Japan, People generally want to support the country thus PS3 controls Japan, Xbox 360 controls the USA.
They don't count swap outs as sales, only proper sales and since the 3 year warrenty only finished for release buyers a few months ago, almost none of those sales would be replacements. Don't be fooled.I know it is selling better, but not anywhere major besides the USA. And most 'sales' are RROD swap outs which is like 30% or more. Don't be fooled.
I'm still not sure why people are saying that the ps3 isn't selling well? I'm not sure if my 'fanboy' eyes are seeing something different but isn't it ahead or at least right on par with x360 in terms of the rate its selling? the ps3 is like 5 months ahead of the x360 to get to 20million isn't it?
i think the major problem is the fact that too many people look at vgchartz for there console sales. rather wait for press releases from either sony or microsoft.
sony reported that they had SOLD 21.3 millions ps3 consoles worldwide as of 31st December 2008 (i can get the source link if someone doubts this - a bit lazy at the moment). vgchartz says 20.62 million worldwide as of now??
even when NPD released ps3 sales results vgchartz refused to increase the ps3 results because they said NPD must be wrong. not sure if you know but NPD doesn't estimate like vgchartz does...
That sounds so unlike sony to use the word SOLD and not SHIPPED

One thing you guys don't seem to realize is that, yes, maybe the PS3 sold 7 million less units than the Xbox 360, but 21 million is still a HELLUVA lot of consoles sold and those people still need to be provided for.
