Question Steam sales are great, But are there local servers for these games?

I love the steam sales but it seems alot of them are more leaning towards online multiplayer.

I want these titles, but i cant seem to find out if these games have local servers or if they ok to play in south africa.

    1) Lead and gold
    2) Rockstar collection (I played gta5 on ps3 multiplayer and loved it, what is like on pc?)
    3) Section 8 prejudice
    4) Monday Night Combat

Can any one help, maybe you own or play any of these titles and can give us your thoughts?

Is there a site that shows you all the game servers in south Africa. Its seems the only way to know if there are servers for games if you own the game in the first place.
