Because they would want to have the same content on Xbox. How many dvd's would that be? MS charges the dev more to publish agame on multiple discs, from what I've read it gets too expensive once you go to 3 discs.
I think the game related to that comment was rage a few years ago, and id software also had to cut content to fit on xbox
