I would not expect increases in tariffs that would be an idiotic move from the cellular providers to do that, they been getting people signing up cause of the low prices to go around that and increase well thats bad business.

As for RICA doesnt it only aply to the mobile sim card used? Cause that makes sense under SA law. But from my understanding of the article and i could have read wrong, the Vita device will require a RICA registration, which i believe cant happen cause you can buy a cellphone without RICA if you dont take the sim they bundle with the phones.
