It sure felt short to me, but maybe because I did not bother with all the vehicle exploration parts because I felt little need to do so. Personally I felt that most of the driving bits added little to the gameplay experience, and quickly became a chore.

But I do 100% agree that it needs more interactivity on many levels!

How many hours was the average play-through? I can't seem to recall. Because honestly, for me, 40hrs is about right for a good RPG, with and extra 40++ hrs for extra content (maybe it is my JRPG's talking to me ).
