    I shall begin with one I have started experimenting with recently, namely Psykopaint.

    Psykopaint is an online painting application that allows one to paint various effects over existing images, or to create one's own artwork from scratch.

    With this you can basically make a picture look like a painting. Also has filters and tools and stuff. Kinda cool, actually.

    The linked website provides a range of canned effects that can be applied to one's pictures, as well as a remarkably complete [given the context]
    photo editor with an interface that should be familiar to those who have dabbled with Photoshop at some time.
