But yes you do need an app that would except an incoming AV stream and do the necessary conversion to mp4 for example.

I used to do this with my old TV card. Just hooked it up to an old VCR (but I suppose toda's gpu's have RCA or similar inputs)
Good luck, but remember not to have high expectations of the video quality. It may be digital, but it's still analogue sourced.
If you've got a set-top DVD recorder that is easiest.
Using a PC is a bit of a schlep because the vid card needs to be right, the software need to read it correctly etc.
get an easy cap usb capture device, about +-R70 on bid or buy, it works like a charm and it comes with the necessary software, even a copy of ulead video studio is included, but i do my captures with pinnacle studio 10

Will any of these programs work with a connected VCR? If I need to connect it to my graphics card, what type of cable will I need?
If you were in PTA I'd do it for you. Got my little encoder thingy two months ago. Works awesomely and was only R250 for the hardware.
