Reading most of this, I don't think Mweb is to blame here. If other ISP acccounts produce similar results, then the fault is line, exchange or some form of Telkom property. I know you say you rent the line from Mweb etc, but at the end of the day, it is still Telkom infrastructure and as much as Mweb may try, if Telkom does nothing, Mweb can do zip.
