Correct. The speed of the ADSL line has nothing to do with the latency. (I'm not going to explain more, but if you don't know how it works then don't even comment, like some seems to have done earlier)
D3 uses +- 6kb/sec down and just about the same up for single play, so 384 is more than enough to handle that data. Sillicur and others explained the rest. The game would have worked fine 15 years ago on modem
If you have different latencies on different speed lines with D3 then its either your ISP or your line quality and is your responsibility to sort out.
