"max out the console" means its using 100% resources, that doesn't imply that they have written the most efficient program ever for the platform. I can do the same to my PC, by simply writing a for loop that continuous endlessly. My CPU usage will reach 100% but that doesn't mean I've written a highly optimised program.

I don't think dev's are to blame here. They may have just mentioned something in passing and the internet "journalists" blow it out of proportion to get hits on their sites. For them, this console war is like winning the lotto I think. Imagine how much extra advertising revenue they get because fanboys get all excited over news like this. (note the advert at the top of this page)
