I've always been a PES fan but PES 2012's dumb AI and goalkeeping really frustrated me.
Hope they've fixed it this time around, I've always found PES to be smoother, more random and more realistic feeling.

Same here, PES always played better for me. But it is annoying that PES doesn't have the rights to the football team names. Playing as Man Red sucks!

I'm impartial when it comes to these 2 games as I enjoy both of them.

PES: I've always loved their attention to detail when it comes to creating an atmosphere for the game, things like camera angles, stadiums, even actually making an effort with the fans' graphic detail (see FIFA's fans to understand I mean). Their gameplay is fun, the team AI feels a little bit better than FIFA's team AI as they aren't opposed to creating unorthodox openings, the addition of off the ball control made that game that little bit more technical (which is good if you love a challenge). Graphics? Attention to detail is their thing, even the textures. My issue lies with the player movement and collision animations. The keepers also have this issue of parrying the ball more often than they should.

FIFA: What they have always payed attention to is user gameplay, the player movements feel authentic, the addition of their collision engine did wonders (with the odd slip up), the unique referee personalities is a nice addition. They've definitely got the better commentary IMO. Those unique traits on some of the players stats really come into play during a match. Graphics? They've improved over the years and some may even say they've caught up to PES. My issue here lies with team AI, it always feels a bit rigid regardless of whether or not you tinker with some of formation settings, then there's the fluidity of the tricks you can perform.

My history:

2010: I enjoyed PES more
2011: I enjoyed playing both equally for different reasons
2012: I enjoyed FIFA more

In any case there's a lot that I can say for both franchises, both are great games. I've yet to try the demos for their '13 installments. It will be awesome to see how these 2 clash. I will most likely buy both (PC).

Try the demo's for both and get a feel for which one you'd prefer.

EDIT: I'm going to assume you want either for your XBox, right?

Did FIFA for PC actually get a whole overhaul? I remember they were using an old engine but Xbox/PS3 was using their new engine, and on PC they just kept releasing the same old crappy engine.

FIFA for PC is pretty much on par with the console versions.

Both a great games in their respective rights.

PES:
The draw-back to PES has always been the lack of licensing and the very generic commentary, it does nothing to create a "genuine" atmosphere. The AI is pretty good, and plays a lot more of a tactical style of football as opposed to the all out attack that the FIFA AI employs.

FIFA:
FIFA is by far the better game! We have official leagues, club licensing and I just have to say one of the best music playlists to be found in any game . The commentary is brilliant, I loved the banter between Clive and Andy that EA started implementing from FIFA 10. As far as atmosphere goes, I find it to be fantastic! The chants that the your fans will break into, the custom celebrations, virtual pro, brilliant weather effects. The very in-depth manager mode is the highlight of the FIFA franchise for me though, love it!
And finally when it comes to graphics, I prefer FIFA's look. PES looks "dirty" to me for some reason.

So yeah, all-in-all I've been playing FIFA since '05 and PES since '06, PES had the upper-hand on FIFA until FIFA 10. That's when FIFA pulled ahead, although PES 2010 was still a solid experience!
