Steam won't pause

So I decided to install black ops so I put my disc into my pc rom clicked install entered my steam password and then it started downloading and it won't pause why

From times I use steam it always has some update to the client that you have to wait for. Usually relative to how long since you last used steam.

The disk is always outdated seeing as how many dlc there was and a few patches as well. only way is to set it not to update but you can't before it starts downloading I am afraid.

I think he means it started downloading the Steam client update? If that is so then yes you can't pause it.
