yes but then you have to make the giveaway for the base game. only people with the base game can enter dlc giveaways

For some reason I'm able to enter the counter-strike source give away even though I have the game. Their system still needs some work (sync didn't improve this).

That's just stupid why give you the option then to give the pack?
so you can't enter without the base game. will change it then.

Some people might have the base game, but don't have the DLCs. Those giveaways are for them.
