No dedicated local servers that I know off, but anyone can just create a multiplayer game and either leave it open or password protect it. You can then see it in the multiplayer list and filter for it.
That's what we did last night. I created and my friends enjoyed doing the multiplayer missions with 30ms latency.

Also really enjoying it so far - looking forward to some local servers, but really in the ArmA world, even 200ms is fine to play. It can get annoying, but most of the time things are fine.
SnowWar, what line do you have and how many people joined?
There is a local server. Its part of the arma.co.za community, and its open to the public most days. It is password protected, but its not difficult to find the password. We don't distribute it for obvious reasons.

While hosting custom missions we played 4 on a 4meg line and it was perfectly fine, but there are a bunch of servers up.
As joe said they have one at arma.co.za & then about 8 of us played on the NAG hosted server. There's and IS hosted server up also and then also another one hosted by ppl I'm not even going to mention here
The night ended awesomely with me & bakerman 2 manning some missions in the more correct way, carefully with decent communication and positioning
