Enough accumulated infractions will lead to a ban.

Is a users IP banned or just the members account here. What happens should joesoap be banned for serious trolling and he comes and registers as a different user a couple days later?
I presume there are ways of making sure it doesn't happen?

IMO if a person's account is banned and he logs on with another account and there is no shadow of a doubt that it's him again then he should be banned indefinitely.

South Africa uses dynamic IPs, so we can't easily ban by IP address because it would be useless as chances are he likely won't have the same IP a week from now. Even worse there is the (small) possibility that another user might get that IP and find himself incorrectly banned.

If someone creates a new account to come back and cause trouble it's usually pretty obvious.

Never got one in the past for that. I suspect that the line is drawn at the N word or thereabouts.
