Game design doesn't necessarily always suffer because of poor candidates doing the job, it also suffers because publishers tend to interfere too much with the process in their aim to appeal to as wide a market as possible while making as much money as possible. There's a reason why niche indie games are often of much better quality and much better designed than AAA games.
