Looks like Green Man Gaming accepts Maestro and Visa Electron cards, if you have one of those. Don't think Steam supports anything besides credit cards and Paypal.

I have a mastercard with chip, but dont think it works online, since it never seems to work on paypal.

only cheque and credit mastercards work with paypal, im assuming ur card is a debit card ?

yep debit savings its the Sassa Card, will have to borrow someones credit card then to get the game.

Give Green Man Gaming a try. Most of the games there unlock on Steam anyway, just check. Also if you're going to buy there check their blog, they usually have vouchers for at least 20% extra off, even on games that are already discounted.
