The character creator is just something to play with before the game gets released.

If you're asking whether or not you'll still be able to create and upload a character with the full game, then I don't see why not

We will. When the full game is out you will be able to upload characters and keep track of their story in the social site. The social site will also keep track of your achievements, 150 for pc and 50 for the two consoles.
