Another update on the Bethesda situation, after forwarding them the conversation with Steam support, the Bethesda rep replied with:

Got an official Bethesda employee to take a look at the issue. I'm seriously surprised that they haven't noticed this yet. I'm fairly positive that Valve communicated with the publishers before they added the new regions.
The way the developer portal works is that they literally have to enter the price in a text box. It's not as if it requires some kind of massive effort. If this gets fixed I'll contact other publishers who have games missing as I'm certain that it's not deliberate. These games have already been rated by the FPB, so that can't be an issue.
