An update on the Bethesda front. A rep on their support team told me that the issue was with Valve, even though it's obviously not. Regardless, another SA dude I know on reddit opened a support ticket on Steam, and their response was that Bethesda hasn't set the regional prices, so the games cannot be sold. Which is what I thought the issue was from the beginning. I forwarded with conversation to the Bethesda support rep, and hopefully I hear from them on Monday.
I also made a forum thread, but the admins there haven't PM'd me back.
