CDPR is discouraging people from buying the codes from GMG.
check out this article, mainly the portion at the end where they got statement from GMG CEO :

so basically, seems like they wanted to buy a bulk set of keys form GOG so that they could offer them at a good price on GMG. but GOG/CD-Projekt were a tad greedy and wanted to maximize their revenue. i think their statement was issued out of "bitterness" that GMG is undercutting their prices (legitimately)
