Personally I think New Vegas is the better game but both of them are really amazing games. Whichever you get (if not both) I would highly recommend you get the GOTY/Ultimate editions as the DLCs are more than worth the price as they add a nice bit of variety to their respective games.
If you are feeling adventurous and you have a decent PC you can head to the modding communities (Fo3 / FNV nexus)(which are quite large) and pick up HD texture packs which make the games look properly good.
