Both are currently on special/discounted, and while stocks last at that price. The Reaper of Souls expansion requires the Diablo 3 base game, so isn't standalone. And obviously this is for PC/Mac only.

It is available on the South African Xbox Marketplace, so it seems they're happy doing the digital versions with international servers now. Perhaps they feel it isn't worthwhile bringing in hard copies this late, or physical stock is still on its way.
