Enjoyed what Kotaku wrote about this:

SimCity Is Trying To Ruin Its Mods, Too
The good news is that SimCity will soon be allowing user-generated content. The bad news is that EA is looking to place so many restrictions on what you can actually mod that it seems almost pointless.P

In reaching out to the game's community with its initial plans, EA has already put its foot down on mods that change the way the game plays. Here are the two key points from its "first draft":P

UGC that effects the simulation for multiplay games and features are not allowed.
Examples of acceptable UGC include swapping art assets, like buildings and vehicles.
So you can...reskin objects. Because of the game's insistence on linking everyone's cities together, you basically can't do anything else. No tweaks to rules, to gameplay, to map sizes, anything.

    And my favourite comment:
How to not mirror valves success as a digital media distribution service. A step by step guide, by Dr. Suess

It's essentially, "YAY! I CAN RESKIN OBJECTS! WOOHOO!"

I wouldn't go so far as to call that 'modding.'

    Negative.

I'll consider picking up this game for less than R100, or if they add offline/LAN support.
When an anti-piracy method is affecting the game for people who legitimately bought it and causing other people not to buy the game, there is obviously something wrong with it!

    "We're adding support for mods..."

    YAAAAAI

    "...but only if they're cosmetic."

Bastards. They might as well not even bother. Send all copies of this game to the rubbish dump, where it belongs.
