Ok great, thanks! I've got a specific friend in NZ in mind . I'm guessing if it's blocked for whatever reason, he'll see the red warning we do when trying to gift.

NZ I know for a fact is safe, I have a friend there that buy me games every Xmas/Bday via Steam. I use to return the fav via Steam but this year I had to buy them via 3rd party sites as I can no longer gift him games from within Steam.
