In terms of graphic fidelity, sure, PC's can truly go all the way (with a hefty price as an accessory), the PS4 and Xbox are somewhat the equivalent of a mid to high end gaming PC hybrid (I'm slightly too lazy to bring up the specs of both next gen consoles

), to me that says they're capable of getting High settings (if JackFrags's PS4 gameplay vids are anything to go by), and not to mention they'll also support 64 player maps like their PC counterpart. So yes, PC still can go ultra with all the bells and whistles, but all the bells are whistles are really just that; extras that have no bearing on the gameplay IMO.
The controller vs KB+M isn't really a point that should sway people from either platform to the other for any reason other than personal preference, because numerous games and gamers (I'm also too lazy to bring up stats

) have shown that FPS games can be just as fun with controllers as they are with the KB+M combo. Sure, accuracy is not the same, but I wouldn't say that equates to Console Gamer A having less fun than PC Gamer B because his/her accuracy differs from the PC Gamer especially when they're probably going up against gamers who use the same form of input. It's why Halo and Killzone are still successful franchises while being console exclusives. It's also why both CoD and BF have been bringing in more money with their console versions (I'm going to assume this is in the post CoD4 and BF2 era since I can't really gauge their sales or successes before that).
One may argue that a large number of the console gamers are casuals (another argument that I'll never get into, because who draws the line between hardcore and casuals? Who deems that line appropriate?).
Truth is, unless there is a system that genuinely quantifies how much fun is derived from playing FPS games on Consoles with Graphic Fidelity A vs Gaming PC's with Graphic Fidelity B, or playing FPS games with controllers vs the KB+M combo, I'd say all platforms are viable choice for 1st person shooters with preference being the deciding factor, especially if we include the next gen consoles in the equation.
TL;DR It's a little more complex than saying the game is better on one platform, because of how loose the definition of better would be, and how relative better is for each gamer.
