    Looks like the old logic of just updating all your drivers works, did that and now everything is running fantastically

    So I am using generic thermal paste couldn't get the good stuff. I baked my gpu its working now and I added this thermal paste. It gets to 83c when I test it using a stress test. Is this ok?

    Under heavy load that sounds fair, though do you have sufficient cooling in your case? ensure proper ventilation and extraction as well.

    Its ever since I baked it. I think its the crappy thermal paste to be honest.

    It depends entirely on your card, I had a 4850 that would reach almost 90, and that was considered normal because that series card ran hot (and I had the single slot cooler). if its designed to run at higher temps then 83 is well within what is considered reasonable limits. But again, depends entirely on the card. maybe google and see what the rest of the world are getting with that series, and then with that specific brand

    I did they say its fine. I still am going to replace it.

    83 degrees is within tolerance of the GPU yes, I would at some stage replace the paste though.

    Also as pointed out, check air flow around the card to ensure hot air isn't staying in the case.
