The 99c promo? I got it a couple of weeks ago, you got to play Op Bravo maps and and get a certain amount of wins to level up the coin.
The problem beggins here, the Silver coin requires you to play and win 5 competitive matches IN THE BRAVO MAPS and have 10 hour of game IN THE BRAVO MAPS.
The Gold Coin is reached when you have 15 competitive wins and 30 hours of game in the brave maps too as you already know.

If you guys want to get into the competitive side of CS:GO I suggest you play pickups instead of matchmaking. There are no local matchmaking servers in SA and playing competitively with 200 ping is not ideal. Join us on #gopickup on shadowfire.org. The competitive community is quite active.
