    Oh sure, it's great.

Here, have a random speed test and weep, you internet peasant:

Now, where was I. Oh, that's right, crying about a ridiculous TV licence fee

I had to buy a TV license when I wanted to buy a TV as well. Never watch the SABCs or even ETV, so I just switch the channel to SABC 2 on the decoder before I turn off the TV when I go to bed. It's pretty stupid, but it gives me a false sense of at least utilizing what I pay for.
One day, I'll grow up and become responsible.
    Probably not today.

I went overseas for 2 years, got back and had a massive fine. Wrote them a letter and they dropped the fine, still had to pay for 2 years' license though.

yas, its safe to say this is very kak. Although its a small yearly fee it seems completely unnecessary. So what happens if you just don't pay?

You risk being substantially fined (although this is pretty unlikely unless you've already had a licence with them), you can't buy a television or get a subscription (like DSTV) without one (although, using a family member or friend's is usually fine).

Biggest issue is once they've got your name they'll bug you for the rest of your life. That, and I can guarantee they'll do their best to bug you when you're dead too.

I've heard not paying actually affects your credit rating too. Is that true, and if so, legal?

Nope, not true. Also not a criminal record for none payment but to be honest I recon a criminal record is better off than the millions of collector calls you get once they find you.

I think that, again, it would only influence your credit rating if you've already signed up and refuse to pay. Much like it would be with any subscription arrangement.

So, since you said that you have a TV licence, if you refuse to pay it then yes, it will likely influence your credit rating.

Only way to get out of it now is to get rid of any TVs you may own or have them remove the TV tuner from your television. Which would still require you contact them for an inspection or whatever it is that they do, to remove you.

TL;DR: You're boned. Pay the fee and get on with your life
