PS+ is definitely way better value than XBox Gold. I have both, but I haven't even played any of the games I got from Games with Gold because I either played them years ago, or already got them from PS+
PS+ wins convincingly. Every month I look at the PS+ games compared to the XBox Live games and the difference is huge. And I'm a 360 player.
Didn't games downloaded via PS+ used to remain playable after the subscription expires?

No you need an active PS+ sub to be able to play them.
I don't think you could ever access the ps+ games once your subscription lapsed, but you can redownload and play any game that you ever got on ps+ if you have an active subscription
You can check as well if the game is still active. If I remember right, pressing triangle with the game selected will give you options, one being "information". If you go in there you should get a date until when the game is playable. If your sub ends it should show "expired".
Games you bought using the discounted ps+ prices are playable anytime though.
