Speedfines and Aarto (Jhb)

So it seems for some reason I've been getting some speedfines in Jhb area this month. Haven't had any fines in quite some time... until now. I've been receiving SMSes from paycity saying that there are new fines against my name and that payment is due in 30 days for a 50% discount. Haven't received any registered letters yet, but I think I might have missed one. (Went to the post office too late and was already sent back)

So back in Nelspruit, if I got a fine there, I usually wait until they delivered it at my house and only then I would go and pay the fine. Can anyone tell me how this works with Aarto and what the implications are for not paying (and are they enforcing this)? Especially in the following cases:
- When the registered mail was not received.
- When living in a different province.
- Or even when living in Pretoria and fines were obtained in Jhb.

Firstly - nobody seems to know wtf is going on with all these dodgy road laws so take what I say as speculation rather than fact.

AARTO seems to require registered mail...however I don't think its their responsibility to follow up on cases where people move and no forwarding address is provided.

It appears to me that they can legally block the transfer/sale of the car IF they complied with all the requirements on their side (unlikely).

Officially - obviously you should pay it - its the right thing to do. I seem strangely immune to speeding fines () so I paid the R250 they wanted from me in the last 5 years (lols). 12.5% of people pay their fines - in case that is of help in your decision making.

As a side note...JHB is rolled out new tech recently on this front so you getting a bunch of tickets all of a sudden is very plausible.

Also: I'm told that SA is working on importing cameras with IR flashes...i.e. You can't see the flash. They're already in use in Germany but I haven't heard of more widespread use beyond that.

I got a speedfine in Limpopo near Tzaneen in April but i'm not able to pay it at all. (R100.00)

I've gone to 3 post offices, they need some sort of form to be able to post it to the correct place (its going to be an additional R50-R60)
I've gone to a Police station who could not help me but told me i could pay it at a checkers, so off i went to checkers, the lady there told me that the fine i received did not have something on it that her system requires. no luck there.

then i checked on payfines, viewfines, paycity and standard bank but none of them had any reference of my fine and they could not find it via the reference number on it.

I'm going to another part of limpopo in a couple of weeks so i will try and pay it there. i need to pay it before 2014-06-16.

just checked, 1st the reference number i have in the top right is not long enough and the one on the bottom of the page is to long

I could not find anything under my ID and licence number either.

No problem.
Noooo... If you were pulled over, you have to pay before the court date. Otherwise they'll issue an arrest warrant due to failure to appear in court which in itself incurs another fine of R400 (or used to be years ago). I suggest you call the magistrate court and ask them how to pay the fine.

For all provinces except for Gauteng, a fine you receive in the mail is just a notice whereas a fine you receive when being pulled over is a summons.

New tech...they are rolling out automated cameras. Looks a bit like a consumer camera on a tripod...pretty much impossible to spot in time since there isn't an oke standing behind it. i.e. low profile & easy to make it blend in.

12.5%...can't remember...its floating around the web somewhere. Think I saw it in a news24/IOL article. Should be moderately easy to google.
