This may very well be the case if you consider that:
1. The PS4 is technically superior to the Xbox One in terms of processing power. We've seen this in various games already where the PS4 version trumps the Xbox One. Even with the newly added 10% processing power increase the Xbox One received (due to Kinect going bye bye), I doubt it will keep up with the PS4. Somehow the latter just seems miles ahead in terms of optimization.
2. Judging by GTA 4 on PC, it seems that Rockstar has massive issues in porting games over to the PC whilst keeping them playable on anything less than a cray super computer. If that happens with GTA 5, then yes, the PS4 might very well be the "better" platform to play it on. Give it 3-4 years and about 100GB of patches, the PC might have a chance to catch up.
Time will tell. That's one of the best things about owning both consoles and a PC. But with the price of these things lately, I don't know many people who can afford that luxury.

Max Payne 3 wasn't exactly the perfect port though. I played it a while after it was released so I had the benefit of several patches and it played well on my PC. HOWEVER, there were things that could have been improved for the PC release. Specifically the unskippable cut-scenes that featured just about every minute of the game.
Ouch. You see, that's what happens when you assume.
Sorry Isengard, I did play Max Payne 3 on PC (finished it actually), and no, it was full of issues. Also, if you're going to compare a game like Max Payne 3 with an Open World (massive) game like GTA 4, then I might as well put you on my ignore list as well for talking rubbish.

That's fine. You are assuming it will be a rubbish port because GTA IV was a rubbish port. I'm just looking at where we are (current gen consoles using x86 and not some weird propriety tech that the Xbox360 and PS3 used) and where PC gaming currently is (we are getting MUCH better ports than we did in 2007).
I'm not going to blindly assume the port will be great, but I don't dwell on a 7 year old port and think that's what we should expect.
There is nothing wrong with using the past to predict the future, it kinda happens everywhere from games to economics.
However it is a problem to use the past apple harvest to predict the future pear harvest. If you are gonna use one game as a basis for another makes sure they are the comparable

Rockstar aren't exactly renowned for quality PC games--almost all of them have been terrible console ports. However, in saying that, GTAIV was a great effort and I'm willing to have faith in the belief that GTAV will be a substantial technical improvement over that.
At the same time, it's hard not to feel as though LA Noire and Max Payne 3 were pretty lacklustre titles and while folks have been raving about GTAV, I'm not completely sold on the belief that it'll win me over.
Still, it's something to look forward to.
