Yes they can but not from New Zealand since NZ gets their games from aus. The aus law just restricts the selling not owning of the games.
so what generally happens is the aussie gamers gets a european or us buddy to gift him the game via steam and then downloads it like that. Or imports from the us or europe. This hurts the local distributors more than the gamers themselves.
