You have to admit, however begrudgingly, that CoD is fun to play – but should we have to pay for a “new” version each year and then still have buy DLC?

Train Simulator should both be on and off the list... here is why:
If you bought it back in 2011 you automatically get updated to the latest version, also every version comes with unique tracks/trains and other goodies to validate the purchase, at a cheaper price than buying em individually. so think of it as "Starter pack" instead of buying "the game".
In fact some people buy the new "Starter packs" even when their base games got updated to the latest for free, in order to get the added content for a much lower price than buying them as DLC's
Also its one game where you do not need to buy all the packs at all, in fact if you do that you doing it wrong. Think of Train Simulator in the same light as people who have actual train sets, its for enthusiasts not "gamers"
Edit: Oh and I forgot most of the DLC, Tracks and Trains start their life as community workshop content and some are so good the developer "port" and "combine" them and make actual pay-for DLC where the original creators also get financially rewarded. So if you dig long and hard enough you can get all the content without paying for it.

I think depending on the amount of content within a DLC; should determine whether or not it should be free or paid-for.
I'd personally pay for it, if it is well worth the money.
Then again, some may argue and say: "Buying it (the) for a console is more expensive, so getting out at a reduced price seems fair. Then others may argue: "So because you have bought it at a more expensive price, that entitles you to having it cheaper?"
These are obviously very hypothetical arguments.
DLCs are an OK idea in theory...in practice EA & co can't be trusted to implement it as anything other than a money grabbing tool.

I generally only buy GOTY versions of games in order to get the "full experience". I kinda broke this rule with Borderlands 2 and Bioshock Infinite, both of which I got shortly after release... I bought their respective season passes during the last Steam Summer Sale for cheap though.

Why not the Sims? I mean they have so many stuff packs which add nothing more than themed wallpapers and chairs and these are sold at nearly full game prices.

Are we doing the Train Simulator DLC discussion again? I thought we went over it last time.
Buying DLC for Train Simulator is not the same as buying DLC for any other game. You buy the trains you would like to have yourself. The majority of it isn't even developed by the developers themselves, but by third party developers.
Someone should make it compulsory for journalists to understand what exactly Train Simulator and its DLC is about before they're allowed to say anything. The amount of times the game has wrongfully been called out as greedy by ignorant people is insane.
